I have 2 itchy welps on the back of my leg that have been there for over a year now in the same exact spot.

Wow, over one year. You need to go to a dermatologist and have a biopsy. This could be a number of things, a skin biopsy will help narrow things down.
See a Board-certified dermatologist. If those have been there for two years without going away they may need a biopsy.
