First, your statement does not contain enough information for a specific answer. Therefore I suggest you find out the status of your disc. The information needed would be your age, when and how it happened, what nature of care have you received, the level in your spine, what you have done or not done since your disk herniated. The answers and a copy of the Doctor's report - both written and an image via xray or MRI.
You would be playing with fire. First get the bulging disc treatment with the proper non-surgical spinal decompression program, which we have here at The Disc Centers of America - Lehigh Valley. We have Harvard Stanford Johns Hopkins behind us.  And use the Harvard protocol. Which was taught by Dr. Norman Sheely MD PhD Neurosurgeon Harvard trained Neurosurgeon.
Yes, with a couple consideration - lift lighter weights than normal and progress slowly and carefully. These conditions do heal, but more slowly than we'd like. Also, if it hurts, ICE IT!
Thus all depends on what weight we are talking about. If you are just lifting weights fir toning you body. You are using lighter weights with more repetitions. So as long as you posture us correct, you should be fine. However; if you are lifting heavy weights ,(this also depends on your own bodyweight and size). You should wear a weight belt for extra protection
Do you have MRI’s? Do you have radiating or local pain? What gives you relief or what aggravates your symptoms? Do you wake up with pain or it happens at end of the day,… there are so many factors to make a correct diagnosis in order to offer you a solution,…

Not a good idea. PLEASE HEAL first!,
Yes, but you must reduce the amount of weight by 50% and do a lot of core exercises.
Disc bulges are very common. Studies have found that approximately 80% of people without back pain, have at least one disc bulge. So if that’s all it is and you know proper form to lift weights, then you will be fine. Just don’t lift more weight then you can easily handle and keep proper form in lifting the weights. Many times, lifting weights is part of the rehabilitation of your Spine. Just make sure you get instructions from a Chiropractor who is knowledgeable about exercise or a personal trainer who is.
You shouldn’t lift weights or do heavy exercise with a bulging disc. Chiropractic care can help move it back into place but you should take it easy while you heal.
Once your pain is under control, you should be able to exercise again. Of course with any injury, it is advisable to reassess your routine and always monitor your form. Without knowing more about your condition, I would say that each person's disc bulge is different and the level at which the disc issue is can vary so this can change the answer.
