Vulvar itching can be due to many different things- the fist thing I would want to know is if there are any potential irritants or allergy- causing products that are coming in contact with her vulvar skin- bath bombs, soaps, body wash, lotion or new fabric softeners, etc.
if it seems like it could be bug bites, does she have them elsewhere? Does any other family member have similar skin findings? In adult women itching can be from a vaginal yeast infection- this is less likely in an 11 year old.
I would have her see her primary doc or pediatrician. Stop all potential irritants and you can try cool baths, cold packs to calm the itching and you can apply some hydrocortisone cream to suppress the inflammation.
