A clear history will help ie the type of protection during oral or genital sex, HSV can be passed with either type of sex. Hx of HSV must be asked about, PE should include palpation of inguinal lymph nodes, an antibody blood test for HSV might be helpful. Close f/u in a week to 10 days will help

Primary irritant dermatitis, if the patient is being truthful. Have him use moisturizers liberally and f/u in 3-5 days.

Primary hemangioma, benign. Could be treated with laser or shave removal followed by electrocautery
