The number seems to be ok. What will give you more insight is the daily trend. It should doible about every 3 days. Progesterone should be around 10-20 & stable.

You have oligoamenorrhea. You need some lab done to check for thyroid & prolactin. You can be made to ovulate with meds. See your Doctor to get all of this checked out.

Their are blood test to check thyroid & prolactin. After that, you may need ovulation helpers like clomid. This can be dealth with. Not uncommon.
Uti
You may still have the UTI. I think let you doctors office check your urine again to be sure. You could also have a vaginal infection. Just get checked.
Regarding period bleeding
It can happen. Woundnt be bad to get a pregnancy test to be sure. If it continues have your physician check you.

You put it in a quart of water & soak a wash cloth & hold in on the area at least 15 minutes twice a day. If that doesnt work, I would advise yiubti consult your physician again & explain where you are with this
