Perhaps you have access to a teaching hospital where resident physicians may be able to remove many more per session. When new lipomas will cease to form is an open question.

Can this be melanoma, or what it might be?

Unlikely to be a melanoma based on your photo. To be safe, best to have checked out by a local dermatologist who will use a special imaging tool (dermatoscopy) to confirm.
