When they are circular and penetrate to the deeper layers they may be a porokeratos or another term is an IPK which is an abbreviated term. In a case like that an exfoliative agent can help. If the bumps are below the skin there are some cases of benign plantar fibromas which are different then previously described. Your best bet is to see a podiatrist or a dermatologist.
