If you absolutely will not do that you can do a warm compress to the area three times a day for 5 minutes. Within a day it should naturally open up.

If you have problems that come with having too much oil, like acne, then I would say that if your forehead and nose are getting oily within 3 hours of washing it, you might need to see a Dermatologist to see if there are things we can do to help get the oil under better control = get your acne under control.

I would treat these the same as whiteheads anywhere else except be a little more gentle around the eyes as this skin is more delicate than other areas. Differin is a great product, is OTC, and will slowly (4-6 weeks usually) remove them and prevent more in the future. Just don't use too much of it or use it too often or it will just be irritating and slow your progress down. Also, just like everything else, don't get it in your eyes. Also, first I would check with your local Dermatologist to make sure that they actually are whiteheads as eyelids can grow other things that look like whiteheads but are not.
