For more complex wrist surgery, you can choose either regional anesthesia (a block) or GA, or both. The additional the peripheral block will give enhanced postoperative pain relief. Specific of the block depend on what the specific surgery is.
Can you have a colonoscopy without anesthesia?
You can, but I would not recommend it. Propofol will make the experience much, much more pleasant. That is how I had my colonoscopy done :)

Local anesthetic is usually sufficient, but there is no contraindication (other than specific patient issues) to doing monitored anesthesia care, or general anesthesia.

Prior to liver damage, however, a patient wold get LA toxicity, which is characterized by ringing in the ears, numbness around face, and eventually seizures. We always limit our Xylocaine doses to much less than <4 mg/kg. Max dose given is 300 mg.

Since the stimulation is much less than surgery with cutting, patients require lower doses, but whether or not the blood levels reach GA levels is academic as long as the patient is asleep and not moving.
