Bulges under eyes usually occurs as, with time, a small muscle and fibrous band is pretty tight, keeping small fat pads under the lower lids, begins to loosen & stretch, becoming unable to hold the fat pads in their normal space under the lids. This is called fat pad herniation, or bulge. Treatment is a lower blepharopladty, or lower lid surgery, which exposes the little bulging fat pads. Much of the excess protruding fat pads are removed very carefully, and not too much volume, which might give the eyes a "sunken" look. Then, excess lower lid skin is carefully trimmed off, tightening & smoothing lid skin. The operation is about 30-40 min. Now, some other causes for puffiness are 1) allergies 2) heredity (also, dark color of lid skin or having a bluish tint, is also sometimes heredity, or... just bad luck in the hand of life). Also, being emotionally upset, crying, or, obviously, getting punched in the eye. NEVER put heat on swollen areas; it simply makes it worse.

Can fix it. Depending on severity, type of damage, etc... hand surgery for significant injury, requires lots oftime, lots of skill, & commitment to hard rehab. Of hand function. Also even well repIres nerves & tendons just take TIME to really heal, & restore reasonae functionality of the hand.
