Could be a spur or could be plantar fasciitis. There are some stretching and icing. Possible injections or other modalities.

Don't go barefoot in gyms or near public swimming pools. You may just be more susceptible of getting them.

Depends on the surgery that was done. The wrong procedure may have been chosen for you and that is the reason why they returned.

There are icing and stretching that can be done to reduce the pain. Sometimes an injection. Sometimes modification in shoe gear can help.

There is no specific way to clean your feet. You just want to do a daily exam to make sure of no cuts or sores.
