Electric toothbrushes do help many people in cleaning teeth better since it relies less on manual technique. Also, for many medical reasons or very old age, if patients are not able to brush manually for 3-4 minutes, electric brush is a better option.
Having said that, if you brush the right technique with good 4-5 min After every meal, manual is as good. Also, if someone has sensitive gums or teeth,manual would be a better option.

I had some bleeding in my gums while brushing. Could it be serious?

Bleeding in the gums indicates possible beginning of gum disease.

What should I do for my chipped tooth?

Depending on how much tooth structure is chipped, it could be just bonding, veneer or crown (if more than half of the tooth structure is gone).

It may remove some surface stains but the abrasiveness of salt may damage enamel more than doing any good in longer run.
