You need to see a physician to check for neuropathy.

There are 33 pairs of facet joints in your spine one or more of these may be causing the sensation. An interventional pain physician can help you if the problem persists.
It could be this:

It’s impossible to answer without an exam. Have a professional take a look. It could be caused by lower back or hip dysfunction. You are young and getting an evaluation and possibly treatment where warranted can give some answers and help to correct and heal the problem.
Probably have hip bursitis. Need to see an orthopedic surgeon for confirmation.
This is not normal, especially in a person of your age. See your M.D. first and if they have no answers, see a chiropractor.
