Yes
If jaw surgery is a necessary treatment to coordinate with orthodontic treatment the answer depends on how best to accomplish the repositioning of jaws and teeth. Jaw surgery first, jaw surgery after some orthodontic compensations are done first, then more ortho after surgery to finish and sometimes jaw surgery after ortho. If your jaw surgery is not related to ortho then it does not matter when. Your oral surgeon will know what is best for you and can best answer your question

Yes but many times you have to be decompemsated. Meaning making your bite worse to achieve desired skeletal result.
Yes, it's possible. You may or may not need braces again for the jaw surgery depending on what the orthodontist and Oral Surgeon you work with suggest.
Jaw surgery is traditionally completed after dental "decompensation" orthodontics, or braces. This means your teeth will be orthodontically moved to their ideal positions within the upper/lower jaws and surgery is then completed to move the jaws in the correct places along with the teeth. For select cases patients may be candidates for jaw surgery first to improve the overall facial appearance first before having orthodontics afterwords to fine tune the teeth positions.
Yes, many patients do undergo orthodontic treatment in preparation and as a part of jaw surgery.
