Can surgery do this?

Is it possible for eyelid surgery to make my eyes look more like a woman's? I'm a man.

Yes. There are procedures to create a more feminine appearance to the eyes.
There are feminizing techniques to a blepharoplasty that can be done to make an eye appear more feminine. However, there is some limits to the extent that it can be done.
Basically, this is something I have not heard before. I cannot remember hearing this in training and since. So, an answer is just guessing what could please you. The goal is to successfully remove the excess skin and fat in the eyelids, it is not to apply a sex to the operation.
A woman's eyelids are modified by a significantly less prominent brow protrusion. Eyelid surgery will not alter this. Depending upon your brow protrusion, you will have a more or less feminized eyelid look. So, you should discuss this with your surgeon to determine the likely outlook.
