I suggest you try acupuncture, herbs and sometimes massage from an experienced provider. This should help you with ankle arthritis pain.
Acupuncture has been shown to be effective for osteoarthritis in many joints including the ankles.
The National Institutes of Health have recommended acupuncture for osteoarthritis and many other conditions since the 1990’s.
We can further explore how and why acupuncture works if you are interested. I always recommend finding an acupuncturist that has experience with orthopedic acupuncture and takes a holistic approach.
Arthritis and a joint, especially the ankle is painful and to answer your question. Think of it in two parts, 1. If it is acute meaning, the joint is hot and swollen, then you need to ice it. 2. If it is chronic meaning, the pain has been there for over a month and its not necessarily a flareup where it would be hot and swollen then you can put heat on your ankle. Most important Is to regain strength in the muscles around the ankle, including the muscles of the foot, and this is done in the pain-free range of motion. I would also recommend an ankle sleeve to maintain some of your own body temperature heat, and a supportive shoe, preferably high top for extra support until you can regain the strength and decrease the pain. And when youre not on your feet, elevate Your foot above your heart.
There is no pain coming from arthritis because of no pain sensation in the joint, except inflammatory pain during brief periods of acute inflammation. Ankle pain derives from soft tissue injury (muscle/fascia strain) mostly fascia tissue around the joint and in the joint space. All it takes is to locate the precise tender (injured) sites and apply light touch for a while, i.e., Touch-and-Hold of The Precision Method to resolve it one by one. Those jammed-up tissues must be released like untangling the tangled hair. This can only be done by the body itself initiating self-healing. Nothing else can resolve such an injury. Stretching/strengthening exercises always irritate/worsen injuries and should be avoided.
Acupuncture has a very good track record with most types of pain, including arthritis pain. If you decide to go this route, make sure you're seeing an actual licensed acupuncturist (usually an L.Ac. credential) rather than a chiropractor or physical therapist.

Going to a physical therapist for exercises, though, would be a good idea. You need to keep the ankle moving despite the pain or discomfort.

Topicals like BenGay, IcyHot, Aspercreme, or topical Voltaren (diclofenac). Can help. Sometimes herbal topicals like arnica, frankincense, or CBD can help.

Over the counter ibuprofen or aleve are sometimes useful. Prescription pain relievers can sometimes be useful.
