How can plastic surgery remove my birthmark?

I have an ugly birth mark that almost completely covers my arm. I would like to remove it. Can a plastic surgeon help with this? What exactly would they do?

If the birth mark is red or pink and vascular laser can remove the color. If the birthmark in brown or black then removal can be done is a step wise manner. Or if necessary a tissue expander can be placed to stretch the normal skin and remove the dark skin.
