Depends on the anesthesia, but if you are being sedated, you will need a driver and will likely not be able to do much the rest of the day.
If you are talking about local anesthesia or nitrous oxide (laughing gas), you will not be drowsy at all. If you are talking about general anesthesia (IV sedation), you may be a bit groggy for 10-30 minutes, but will be remarkably awake shortly after the procedure ends. If you are talking about other forms of anesthesia such as those done with oral sedatives, it could take hours to fully recover.

After sedation, you should not drive, operate machinery, or make major decisions for 24 hours. After local anesthesia (numbing teeth), there should not be any drowsiness.
Totally depends on THE TYPE of dental anesthesia. Ask your doctor!!

The norm is usually a good 4-6 hours, so be careful not to drive or use heavy machinery.
