I think my friend is cross eyed?

Her right eye is slightly to the left but she has small eyes.

Hard to tell from a picture. She could be focusing on the camera. She needs a comprehensive eye exam. Go to a private practice office, not a chain or at the mall. Private practitioners see and treat these kind of things more often.

It's possible but difficult to determine small tropia's (or eye turns) from photos because our eyes normally turn in when we focus at near and there are variables on where the camera is relative to the eyes. An optometrist or ophthalmologist could do a simple cover test in their office and find out within seconds if your friend really has an eye turn.
