My hernia repair?

I had hernia surgery 18 weeks ago. Since the surgery, my testes have retracted to a certain degree and is slightly above the other one. Should I be worried? How long will it take to reach the previous level?

Not to worry. Most of the men testes are not at the same level.
If there is no pain associated it, there is probably nothing to worry about. Scarring from your hernia repair may cause slight shortening of the spermatic cord, leading to the retraction. If you are at all concerned, contact your surgeon for further evaluation.
