Neurological pattern?

Hello doctor: I repeat my words and action if I do some work like if I close the gas supply to the stove I again touch the knobs to check gas is not leaking or the stove is closed. Further, I feel to be bipolar as I quickly turn to an angry mood when I feel happy by seeing some person or listening to someone's joke. Furthermore, I got fed quickly when I have the courage to revise my subject notes. I have difficulty memorizing my subject notes day by day. My OCD test score is 55. I can't concentrate on memorizing subjects and get fed up quickly. Why? And please give treatment and medication.

Cognitive-behavioral treatment and antidepressants can help.
