Hello there! You may have a sensitive skin rash to different triggers around you including household chemicals, gardening exposures etc. I recommend see a physician that can biopsy and diagnose this rash!
You seem to have a contact dermatitis and you will need to see your primary care doctor, or your dermatologist for a topical steroid cream.
