“Redness on penis ”

9 months ago I was diagnosed with scabies. Had bumps on my penis. I got rid of scabies and my penis recovered. But 4-5 months after the treatment, the red dots and rashes showed up on my penis. I went to the doctor and he said it's eczema but it's NOT ITCHY AT ALL. It never gets itchy down there. So he prescribed me a hydrocortisone cream and a moisturizer. I've used them for about 2 weeks and the general bad look of it has recovered but the red dots and inflammation seem to never go away. Especially when I get erect, edges and underside of my penis glans become so red or bruised. And sometimes it hurts a bit. I can't masturbate because of this, it makes the look worse. What is it, is it really eczema?
