Yes, they are safe but also they are probably not needed. There is little to no evidence that any healthy person needs probiotics. Just eat healthy foods and stay healthy in general. No probiotics are required as a routine. If you say your child needs to improve gut function, specific symptoms should be addressed and diagnosed, rather than just taking probiotics.

Yes, you can. There are many OTC probiotics for children. I do not recommend Probiotics for long term (> 2 months) though.
Pro-biotics are absolutely fine to give to your child, especially after a diarrhea-type illness. The benefits are not astronomical, but they have been studied and can definitely provide some improvement back to normal a little bit faster.
