Yes, but you should wash it off right away. You can get "plastic" surgery anywhere, from the top of your head to your toes. That said, it depends on what you are trying to accomplish. Most plastic hand surgery is reconstructive, as opposed to cosmetic.
You can but I usually don’t recommend it. Depending upon the problem, consulting a cosmetic dermatologist could also be useful.
