The short answer to your question is yes. Plastic surgeons can treat both acute burns and burn scars. However, most acute burns are treated in a hospital settings. As for burn scars, this can be done as an outpatient setting.
Plastic surgeons most certainly do treat burn scar deformities. Depending on the type of scar and location, options for treatment vary.

Yes. This was actually the basis of the speciality after the second world war. Burns can be improved by migrating similar nearby tissue into the burn defect. Occasionally, grafts may be required. Also, tissue can be moved from a more distant area in a series of procedures.
Yes. Part of a plastic surgeons training is in burn care and treatments. If it's a minor type burn and scar, then most plastic surgeons can treat this. For major burns and burn scars, it is best to see a burn specialist, such as that you would find at a burn treatment center.
Not all plastic surgeons treat burns. I do still see burn patients, but not for severe burns; those go to burn centers. I do treat all manner of scars, including burn scars, as do most plastic surgeons, unless they are doing purely cosmetic work. I still do reconstruction.
