heart rate in teens

I have recently had a resting heart rate of 115 and a lightly active heart rate of 200 is this bad? should i seek help

A heart rate of 199 could be fine depending on your definition of “light exercise” If you were running or moving brisk enough to cause you to sweat lightly and be slightly breathless, the 199 could be fine.
