I have pigmentation issues around my neck and elbows. Is there anything I can do?

My skin is lighter all around the back of my neck and around my elbows. It's been there all my life but I'm starting to get sick of it. Is there anything I can do?

Need to be seen by a dermatologist. On your neck, it can be pseudoacanthosis nigricans that can be associated with diabetes or near-coming diabetes. On the elbow, it can be a cutaneous pad (hyperkeratosis) that needs a deep moisturizer.
If your skin has been light her your entire life it may represent a hereditary pigment disorder and or a Nevis. There may not be any treatment for this type of discoloration.
Without seeing the level of decreased color, it is difficult for me to tell you whether or not there's any treatment. You should get it evaluated by a dermatologist.
