What is the safest and best way to get rid of eye makeup?

There are a few brands of pre-packages cleansing pads made for this purpose available at most large pharmacies. Check with your local drug store.
Use a wet cotton swab with a tiny dab of baby shampoo on the tip. Rub horizontally both the upper and lower eyelid edges, using a new swab until all makeup is removed. Even more important, do not apply makeup to the lid margin behind eyelashes.
