“Why do I wheeze after running?”
I'm 23. Usually after high intensity cardio workouts, like running, I wheeze and sometimes cough because I'm so out of breath. Why could this be happening?

It is probably related to reactive airway disease. Also known as exercise induced asthma

You probably have “Exercise induced Bronchospasm.” Using a bronchodilator inhaler BEFORE exercise might help. Also, if okay with your doctor, you can try coffee before exercise and magnesium since it too is a good smooth muscle relaxant.
