Why is there a bump under my left hand's ring finger?

I am a 22 year old female with no history of carpel tunnel. For the past couple of months a bump under the skin of my finger has been growing. It causes me no pain except a slight annoyance when wearing jewelry. It is hard and cartilage/bone like and does not move. What can be the cause?

If it is at the base of the finger on the palm side a ganglion cyst is likely. An orthopedic surgeon would be recommended to make the diagnosis other possibilities included tumors such as giant cell. If it is growing as you say you should see a doctor. Orthopedic surgeons with hand specialization.
It’s hard to tell without examining or looking at it. Sometimes people do get ganglion cyst, which is a benign degenerative condition, but if your bump remains the same, you should see an Orthopedic hand surgeon.
It may be a thickening of your palmar fascia or duprytrens contracture.
There are many reasons why you may have a "bump" on your finger, but carpal tunnel syndrome is definitely not the cause. Potential diagnoses include a ganglion cyst or a benign growth. I would recommend you consult a hand surgeon, especially if it is increasing in size.
The most likely cause is a ganglion cyst. In this location it is called a retinacular cyst. See your local hand surgeon for treatment options including observation, aspiration, or excision.
