Dr. Boutros is a highly experienced ophthalmologist and one of the top iLASIK surgeons in the country. He is the Medical Director of The Eye Center, working alongside Dr. Darrell Reisner, Associate Director, at five convenient locations in Virginia: Sterling, Leesburg, Fairfax, Alexandria, and Manassas.
Providing “Better Vision Through Better Care”, The doctor-duo have performed thousands of procedures ranging from radial keratotomy, LASIK, corneal transplants, and laser surgery. With an international reputation, patients seek their services from as far away as Europe, the Middle East, India, and South America. Performing refractive surgery since 1989, he is recognized as a VISX Star Surgeon, one of less than 100 nationwide; an expert in vision correction surgery; and an invited speaker to numerous meetings as an authority in his field. He is also responsible for the training and supervision of other ophthalmologists in their performance of laser vision correction.
The doctor’s acclaimed medical career began in 1985 after he graduated with his medical degree from SUNY Downstate College of Medicine. He then went on to perform his residency in ophthalmology at Nassau University Medical Center.
In his pursuit of excellence, he attained board certification in ophthalmology through the American Board of Ophthalmology (ABO). The ABO is an independent, non-profit organization responsible for certifying ophthalmologists in the United States of America.
Recognized as a 2017 Top Doctor in Virginia, Dr. Boutros is affiliated with Inova Loudoun Hospital and the Reston Surgery Center. He is also a Fellow of the American Academy of Ophthalmology and a member of the American Society of Cataract and Refractive Surgeons.

They may provide routine care such as vision testing, as well as prescribe and fit eyeglasses or contact lenses. However, ophthalmologists are also surgeons. They repair traumatic injuries to the eye and perform cataract, glaucoma, and corneal surgery.
At a VISX® Wavescan meeting in 2002, Dr. Boutros presented the information on the Wave Scan technology to the employees of VISX. He was chosen as a panelist, for his expertise, at the American Society of Cataract and Refractive Surgery meetings (2004, 2005, 2006, 2007); chosen by VISX to present at the American Academy of Ophthalmology as an expert on the Advanced CustomVue procedure; and chosen as a consultant to VISX, one of a few laser vision correction experts worldwide, in 2005.
Contributing to the advancement of eye care, he has conducted numerous publications, many of which are pioneering presentations in technique and data on Advanced CustomVue.
