Get to know Dermatologist and Dermatopathologist Dr. Billie M. Phelps, who serves patients in Santa Monica, California.

Being a board-certified dermatologist and dermatopathologist, Dr. Phelps treats everything from acne to skin cancer. For over 30 years, she has built her practice in Santa Monica and reputation by providing competent and personalized care in a professional and welcoming setting. She has developed a generation of loyal patients, among them dozens of physicians who comprise a knowledgeable and discerning sector of her practice.  

Achieving excellent clinical and aesthetic surgical results, Dr. Phelps avidly follows the most current research involving new drug therapy and clinical treatments. She is also mindful of potential drug interactions. In addition, she offers cosmetic procedures including Juvéderm XC for the correction of facial wrinkles and folds & Botox for the improvement of frown lines of the brow and lateral eyelids.

The four cornerstones of her practice are diagnosis, treatment, continuity of care, and education and prevention. She maintains 13 years of computerized records of diagnoses mirroring her chart notations. She also keeps a separate file grouping for “high risk” patients who have a history of, or a disposition toward, skin cancer, as well as considers patient education an integral part of responsible care.

With a reputation of integrity and knowledge, Dr. Phelps graduated with her medical degree from the David Geffen School of Medicine at UCLA in 1972. She then went on to perform her medical internship at the West Los Angeles Veterans Affairs Medical Center, and her residency in dermatology at the David Geffen School of Medicine at UCLA.

Dedicated to providing quality care with innovative evidence-based therapies, she is board-certified in dermatology by the American Board of Dermatology (ABD). The ABD is a voluntary, non-profit, private, autonomous organization formed for the primary purpose of protecting the public interest by establishing and maintaining high standards of training, education, and qualifications of physicians rendering care in dermatology.

A Fellow of the American Academy of Dermatology, Dr. Phelps is a member of the California Medical Association, the Los Angeles County Medical Association, and the California Society for Dermatology and Dermatologic Surgery. She is also on active senior staff at Providence Saint John’s Health Center – Santa Monica.

Dermatology is the branch of medicine dealing with the skin, the largest organ of the body; a specialty with both medical and surgical aspects. A dermatologist is a specialist doctor who manages skin diseases and deals with both internal and external causes and some cosmetic concerns involving the skin. Dermatological duties include taking consultations, providing screening tests, and undertaking non-invasive surgical procedures.

Dermatopathology is a joint subspecialty of dermatology and pathology or surgical pathology that focuses on the study of cutaneous diseases at a microscopic and molecular level. It also encompasses analyses of the potential causes of skin diseases at a basic level. A dermatopathologist is a highly trained physician who specializes in diagnosing disorders of the skin under a microscope. 

A talented surgeon, Dr. Phelps has repeatedly been designated as one of the “Southern California Super Doctors” by Los Angeles Magazine, an honor elected by her peers. She has also been awarded the Patients’ Choice Award (2012, 2014, 2016), Compassionate Doctor Recognition (2014), and the On-Time Doctor Award (2016).
