Dr. Marie DiCowden is a nationally known clinical psychologist and neuropsychologist with a specialty in behavioral medicine for children and adults. She graduated magna cum laude and Phi Beta Kappa from The George Washington University, Washington, D. C., completing her internship at Georgetown University Medical Center.

Dr. DiCowden joined the University of Miami/Jackson Memorial Hospital staff in the Department of Orthopaedics and Rehabilitation in 1981 working with Dr. Barth Green. With specialty training in child psychology, Dr. DiCowden worked with Dr. Green to establish a premier program for psychological and physical rehabilitation for children and adults with serious injuries and chronic diseases, including traumatic brain injury, amputations and spinal cord injury. She also worked with the Department of Endocrinology and received a grant for cross-cultural research. As one of approximately 80 licensed doctoral level child psychologists in the United States, Dr. DiCowden continues to evaluate children as young as one year of age in addition to adults. She teaches at various graduate schools nationally and internationally.

In 1988 she founded The Biscayne Institutes of Health and Living, Inc. and The Biscayne Foundation in Aventura, FL. This program was an extension of her work on the medical campus and evolved into the HealthCare Community™ model. Dr. DiCowden was the Clinical and Executive Director of this program for 28 years. Biscayne Institutes was designed to translate health and mental health research into best practices in the community. The HealthCare Community™ model was selected by CMS in the top 5% out of 800 submissions in health care innovations to be presented in Washington, D.C. in 2012. Dr. DiCowden maintained Biscayne’s six accreditations including Medicaid and Medicare accreditation as well as national and state private accreditations. Biscayne treated adults and children with mental health, congenital, developmental and acquired disabilities. In 2011, the University of Toronto named the Traumatic Brain Injury (TBI) Program developed by Dr. DiCowden as 1 of 15 best practices out of 253 surveyed worldwide for diagnosis, treatment and community re-integration of persons with TBI

Dr. DiCowden serves as Chairperson of The Biscayne Foundation, Inc providing grant writing services and maintains a private practice. She was elected a Fellow of the American Psychological Association by both the divisions of clinical and rehabilitation psychology. She was a member of the Division of Neuropsychology and has held numerous division offices with APA. In 2001, Dr. DiCowden was elected a Senior Fellow of the National Academies of Practice, an invited, interdisciplinary honorary. She has served several positions on the NAP Board as well established and maintained Continuing Education accreditation for the Psychology Academy for six years. In 2009 the New York College of Osteopathic Medicine awarded her the prestigious Riland Medal for Academic Leadership. In 2011 she was named as one of the top 5% forensic experts in the United States. She has testified in court and national hearings on the needs of patients, diagnoses, treatment and healthcare reform for decades since her work at the University of Miami. She continues to provide consultation and expert testimony in her private practice.

Dr. DiCowden lectures extensively. She has also provided grant reviews for federal agencies including AHRQ, CMS and the DOD. Appointed by the Director of the Atlanta and Dallas Regional offices, Dr. DiCowden served on the FL CMS Advisory Committee from 2012-2015.

Dr. DiCowden developed and co-chaired Public Field Hearings on the Health Care Crisis with two members of the United States Congress. She also organized the National Academies of Practice/Biscayne Foundation series of Congressional briefings on healthcare at the U.S House
