A 1984 graduate of the Tulane University School of Medicine, Dr. Penn went on to complete his residency in obstetrics and gynecology at Sinai Hospital of Baltimore. He moved to Annapolis and entered private practice in 1988. He worked for the Public Health Service for 4 years and then became a member of the medical staff at Anne Arundel Medical Center. 

A Fellow of the American College of Obstetricians and Gynecologists (FACOG) and a Fellow of the American College of Surgeons (FACS), the doctor is board-certified in obstetrics and gynecology by the American Board of Obstetrics and Gynecology (ABOG). The ABOG is a non-profit organization that provides board certification for practicing obstetricians and gynecologists in the United States and Canada. 

Obstetrics and Gynecology is the medical specialty that encompasses the two subspecialties of obstetrics (covering pregnancy, childbirth, and the postpartum period) and gynecology (covering the health of the female reproductive system – vagina, uterus, ovaries, and breasts). An obstetrician-gynecologist, or OB-GYN, is a healthcare professional who specializes in female reproductive health. 

In his personal life, Dr. Penn resides in Millersville, Maryland with his wife and three children.
