A Fellow of the American College of Foot and Ankle Surgeons, the doctor is board-certified through the American Board of Foot and Ankle Surgery, whose mission is to protect and improve the health and welfare of the public by the advancement of the art and science of podiatric surgery. 

On the subject of his educational background, Dr. Bell began his professional career by obtaining a Bachelor of Arts degree in Biology from Hofstra University. As a collegiate baseball player, he developed an appreciation for athletic injuries and sports medicine, helping him choose his eventual career path.

He earned his Doctor of Podiatric Medicine degree from the Temple University School of Podiatric Medicine. He then trained as a resident at Wyckoff Medical Center in Brooklyn, New York City, New York and at satellite campuses throughout Queens. He concluded at Bryn Mawr Hospital in a two-year podiatric surgical residency program, where he served as Chief Resident in his final year.
