A lower lid blepharoplasty is permanent. Fat transfer is an awful idea, because fat is clumpy and should never be used for under eyes, which have the thinnest skin of the entire body, and it is temporary, lasting 1-5 years. Fillers are a better option, but are temporary as well, only lasting 3-4 months. Surgeons operate, and I am not sure if you went to a reliable surgeon.
