In speech production, most children with this percent of delay, would be difficult to understand.

No, a Speech-Language Pathologist treats speech difficulties. There are some Speech-Language Pathologists that are also certified in audiology.

By age 4 most children are at least 75% intelligible. If your daughter is difficult to understand, I would recommend having her assessed by a speech-language pathologist.
