I'm not a chiropractor and don't know their scope of practice, but I'm guessing the answer would have to do with the cause of the lack of mobility.
They can help increase range of motion but always bring an x-ray to the office so the case can be properly evaluated.
A physical therapist would be ideal
A chiropractor may be able to help with ankle mobility, but I would advise seeing a foot and ankle specialist for an accurate diagnosis, and they can send you to the correct person to aid in recovery or treatment.
This depends on the type of ankle mobility. The problem should to be examined in office.

Chiropractors and Physical therapist are both very helpful with mobility
Absolutely! An interdisciplinary approach is key to whole body health
Yes
Refer to the previous answer on this exact question. But, yes, sometimes. Depending on what is causing the loss of mobility. Sometimes not.
Chiropractors usually only address the back. I recommend evaluation by a foot and ankle surgeon (podiatrist) for appropriate diagnosis and treatment options for your ankle
