High shoulders?

What does it mean if someone’s shoulders are above their neck? (I think from chest to back are wide, too?)

What does it signify, if anything?

At your age if it has been present for your entire life it means nothing. If you are not having pain or any disability I don’t think it will be a problem.
Firstly, everyone has a different genetic build. If the individual you’re referring to has been like this for many years it is not a concern. If it’s something that’s acquired then that’s a different story. I would begin with your internist.
There may be multiple causes. Obesity may make the neck look short and in relationship, the shoulder higher. If there is deformity of the spine in the neck or upper back ,the neck may look shorter in comparison to the shoulders. If it concerns you should be evaluated by an orthopedic surgeon or spine specialist
