Need breathes fast

I am a 66 year old Filipino/Italian male. My weight is 300lbs. At rest I feel fine but as soon as I exert myself with any activity I go into this mode where I just need to get air and my breathing goes into overdrive. I feel it's my heart demanding more oxygen but that's part of my question. I have high blood pressure and recently been diagnosed with COPD. My doctor simply goes by my "numbers" and says its my COPD and there is nothing they can do except for what they are currently doing for me.
I wanted a stress test but he said I don't need it. I just want to make sure that it's not so much a problem with my heart but as my doctor is suggesting, the COPD.

I would definitely recommend with those risk factors that you got a full evaluation for the possibility that this is related to coronary artery blockage. That might start with a coronary CT scan or possibly a stress test. You should see a cardiologist.
the source of your SOB. If it is abnormal then a stress test would be appropriate.
First obtain an echocardiogram and complete pulmonary function tests (PFTs). You may or may not need a stress test, but you need immediate weight loss. Meet with a nutritionist and start a medically supervised weight loss program. You may benefit from the new injectable GIP/GLP-1 agonist medications.
