Your baby is probably teething. Try to replace his hands with teething toys to chew on. However, he wont' hurt himself by chewing on his hands.
It's normal to chew on hand beginning since 4-5 month-old as it's oral stage for child development. However, make sure his hands are clean without touching other stuffs first. Be sure to teach him not chewing on his hand later in life, i.e. close to a year-old.
If he has teeth and is injuring himself, no. Otherwise, it's normal behavior.
It is a part of their exploration of the environment. Studies are now showing that if they are introduced to good bacteria at a young age they will have better immunity
