“Petechiae?”
A few days ago I noticed a few dark brown and red spots under my eyes. I left it, thinking it's normal (my mom said it could be just freckles) but I disagree since it's right on my dark circles, rather than on my entire face. Moreover, my parents don't have freckles. Yesterday, I cried a lot for a minor reason, and that lasted for at least 20 minutes. The spots are spreading more and more, so do I have it?

This sounds like broken blood vessel. It should go away in a week. If not, get it checked by an ophthalmologist.

You need to see a Dermatologist for a diagnosis.
You need to get that examined by your local eye specialist. Never take any unusual redness, patch, swelling, etc., lightly.
Please discuss with your parents the possibility of seeing your regular doctor and a dermatologist.
