“Red dots around my head?”
A few days ago I noticed these red dots around my head. Is this normal or should I be concerned? At first, I accidentally scratched one that had a little white head when I did that it just looked red with what looked like peeling skin around it. For the past month, I noticed that if I masturbate 2-3 times in a span of a day or two afterward I'll feel a really quick itch around the tip of my urethra or in that general area once a day for a day or two but if I don't masturbate after those couple days I really don't feel anything I'm not sure if that can be related. What this could be?

It doesn’t appear that bad actually at least in your photograph, you are likely just irritating it, and would recommend that you just back off from masturbation for a while and/or after it heals, just to use some better lubricant.
Also maybe little hair follicles that you irritated.
