Are perms safe for children?

One of my friends is getting her daughter a perm, and she's only four. I feel like she's too young because of the chemicals. Are perms safe for children?

Usually perming hair before puberty is not recommended. Children's hair is thinner and more fragile and can be damaged by even gentle perms. Children's skin and scalp are more sensitive and prone to irritation and allergic reaction. The chemical of perms even for children are irritating and can cause broken skin, hair loss, itching and even chemical burns. It definitely is not recommended at 4 years old.
