Depends on the diagnosis. A complete ophthalmologic exam should be performed.
Need to see him, since we might be dealing with Dermatochalasis, allergic reaction, or Angioema due to cardiovascular deficit (CHF)

This may very well be prolapsed fat, which comes with age. I would suggest cold compresses. If it causes problems with vision or becomes painful, I would suggest seeing an ophthalmologist. If not vision problems, you may want to consult your family doctor.

Thank you for reaching out to us, and best wishes!

Hi, there are MANY causes of “swollen bags” under the eye, ranging from congenital to normal aging to infection or cancer, and then some. Even if your Dad states it’s not a bother to him, if you have noted that this is a change from his usual appearance then evaluation by an ophthalmologist is warranted.
Hard to see on picture. It looks like it might be an allergy causing swelling. Is it itchy? It could also be from fluid retention. Is it worse in the morning? Would try some cool compresses. Are his ankles swollen? That would lead me to think of fluid retention. If it is itchy, would try Allegra Or Benadryl

Because he is a diabetic, and prone to infection, please have him see an ophthalmologist. The photos are not clear enough for a definite diagnosis. SO
There are many doctors currently using telemedicine right now during the pandemic that will actually facetime and dispense medical advice. I would recommend calling an eye doctor in your state or area to try to set up a virtual visit.
