“High BP and rash?”

I have a rash around my neck, inside my ears and around my eyes which have swollen, no hive like bumps but welts along the creases in my neck, no fever, benadryl isn't helping. No itching, feels hot and hurts like chemical burn, I'm tired and have had a cough on and off for months. My cough produces thin, clean mucus and I have a wheeze on and off on my right side high by my collarbone/sternum. no change in soaps, shampoo, detergent, food or medication. I have a history of depression and anxiety including stress hives. Also, a history of cervical cancer, panic attacks, PKD and kidney stones, my gall bladder removed and and a tubal in 2015, I'm 31years old, 5ft 5in and weigh about 150. Family history includes heart disease, lung, skin and breast cancers, diabetes, PKD, renal failure and mental disorders related to depression and bipolar disorder.
