I’m confused about my vagina?

Well, I want to say that I got tested for HIV/herpes in January and it came back negative. Before that I got tested in November in it was also negative. In January after my test, I did perform oral sex on someone. My vagina has been itchy throughout the years before sexual actions. But now I have them and they're more intense. I don’t understand why my vagina is so itchy—it looks pretty normal but I don’t know whether I should go get tested again.

You definitely should go get tested to rule out yeast, candida,  bacterial vaginosis, group beta strep infections. Herpes generally erupts with ulcers that are quite painful especially to touch. Engaging in intercourse can frequently change the pH of the vaginal flora and make you susceptible to infections. You should consult with an OB/GYN to establish care to maintain your pH such as taking women’s probiotics daily, understand proper hygiene after intercourse etc. 
Why don’t you get tested for routine vaginal infections, not just STD’s.
since January till now it been sometime and retesting may be appropriate.
Occasionally, you may be reacting to feminine care materials such as body wash, deodorants, underwear and it is worth looking into that. Bring it to the attention of your PCP/ Gynecologist if it is persisting.
