“Lip allergic reaction?”
I had an allergic reaction to Coco butter and couldn't take it off for over an hour (was in church, thought it wasn't serious) when I got home and washed it off all the skin on my lips fell off. It's been a week and a half, my top lip and bottom sides regrew but the center keeps getting retorn from my straw (I've been drinking all my meals to keep from taking off a bigger section). Today it stinks like an infection, what can I safely use to treat it?

This definitely looks infected. Thare are several antibiotic ointmenst on the market but none are over the counter. You need to see your doctor.
This really looks infectious at this time - you will need to see your PCP to be placed on the right antibiotic.
