I am a 52 year old female. I want to know if a spinal fusion can be avoided?

Yes, it can.
Yes. The nonoperative measures should run the gamut medications, physical therapy, injections and pain management techniques prior to surgery. If you want to be sure you have exhausted your options, a second opinion is always a good idea.
